Basic tier list update (S · 990k · Pianist)

We adjusted part of the Basic tier lists based on synced play records.

What changed

22 S charts, 20 990k charts and 2 Pianist charts, 44 charts in total, have new tier values.
The charts that moved are listed in the tables below.
The 2 Pianist changes feed into the NosLog rating, so some players' ratings may shift slightly.

Using the best records of players who synced, we estimated the skill needed to reach each goal on each chart.
We only moved charts that are clearly harder or easier than charts at a similar tier. Charts with a small gap or weak evidence stayed where they were.
Only tiers 11 and above were adjusted. Below that, records alone can't tell charts apart reliably, so those were left out this time.
The Recital tier list was not part of this update.
Records from players who keep their scores private were not used.

As more players sync their records, we'll review the lists again the same way.
